Why misgovernance on TRANSFER POLICY in school Education Department.

Teaching faculty in education department from time to time include recruitments in shape of operation black board Teachers,FAT teachers,PM package teachers,ReT Teachers and Teachers commonly called General line Teachers.All are transferable but biased approach with Rehbar-e Taleem Teachers gives birth to a lot of questions.First It is always regularisation of Rehbar-e Taleem Teacher as General line.secondly Govt order no 469 edu of 2014 dated 25/6/2014 issued by the then principal Secretary with reference to cabinet decision No 115/9/2014 dated 19/06/2014 itself says,”The services of Rehbar-e Taleem Teachers shall be transferable after regularisation within the district to which they belong.”So why misgovernance?Let the back side too b looked into where school education department says now Rehbar-e Taleem Teachers are school specific.If this is true and govt is really adhered to its decision then why you are taking shield of rationalisation and shifting the Rehbar-e Taleem Teachers.Why shifting of Rehbar-e Taleem Teachers in the name of utilisation of services in next area And the big Question Why right from zeos to commissioner secratries from time to time made Transfers of their kiths and kins or where they were interested.Once transfer orders issued till date of all blue eyed are rolled back, govt will itself implement order No.496 because this whip would strike their back and will come out their nature of discrimination.Let all Rehbar-e Taleem Teachers demand to work at their own places,I assure you the system of education will freeze like glacier because it is you who are running the system.Be it DRG group, cultural, point person of different assignments,as lecturer in HSS or parent place of posting . Denying the right tof transfer to one among three (two blue eyed) is injustice.Barring a female among her same caders is not only disrespect to her but beyond it.
I request Principal Secretary Worthy Alok kumar sir, kindly look into the matter and my view point be looked into if am logical.
