New land laws are “draconian”, “inhumane”; will not be allowed to implement: Altaf Bukhari
Srinagar, Dec 15 : Apni Part president, Syed Mohammad Altaf Bukhari on Thursday termed new land laws “draconian” and “inhumane”, saying neither the new legislations can be implemented nor it will be allowed to be enforced.
“The new land laws are draconian and inhumane. We have never seen such laws anywhere in the world. People whose possession the land was, are being kicked out now”, Bukhari as per KNS said while talking to reporter in Srinagar here.
He said, “I don’t think these new legislations will be implemented. These are totally inhumane”.
Bukhari said that we don’t want to be it as a political issue instead of it should be dealt and managed in an appropriate way. “We have political leaders here like vultures. They want to make every issue like a mountain for their political interest”, he said.
He said Apni Party wants to make it clear with full confidence that these new land laws cannot be implemented and will not be allowed to be implemented.
He said those affected with the directives should come out, talk and explain their issue if they have a merit. “The concerned stakeholders should come out, speak and break their silence. Their is nobody who will provide them things on a platter”, Bukhari continued.
On remarks made by former chief minister over annulment of Public Safety Act, the Apni Party president Syed Mohammad Altaf Bukhari said, “If Omar Abdullah has realized his past mistakes and decided to end the PSA then he shouldn’t be cornered and criticized. We welcome his stand if he has gathered courage to speak out”, he added.
“I advice all political parties to avoid politics on land laws and others; and work for the overall betterment of J&K”, Bukhari held. He also said, “If we desire to do rightful things today why we are being criticized”.
On December 13, the J&K administration notified that all the outgoing lessees, except in the case of subsisting/expired leases for residential purposes, shall immediately handover the possession of the land taken on lease to the government, failing which the outgoing lessee shall be evicted.
According to The Jammu & Kashmir Land Grant Rules-2022 notified by the Revenue Department, all the outgoing lessees (except in the case of subsisting/expired leases for residential purposes) shall immediately handover the possession of the land taken on lease to the government, failing which the outgoing lessee shall be evicted as per the provisions of public premises (eviction of un-authorized occupant) Act, 1988.
The Rules, however, state that the outgoing lessees shall, however be paid for any improvement carried out or structure constructed thereon at the value assessed as provided under Sub-Rule (xi) of Rule 13 provided that the lessee has not violated any of the conditions of the lease. (KNS)
