Major Administrative Reshuffle in Jammu and Kashmir: Several JKAS Officers Transferred and Posted

 

 

Srinagar, October 9, 2025:

In a significant administrative overhaul, the Government of Jammu and Kashmir has ordered a major reshuffle involving over 100 officers of the Jammu and Kashmir Administrative Service (JKAS) across various departments. The large-scale transfers and postings have been carried out in the interest of administration, as per Government Order No. 1325-JK(GAD) of 2025, issued by the General Administration Department (GAD) on Wednesday.

 

 

The order, signed by M. Raju (IAS), Commissioner/Secretary to the Government, details transfers of senior and junior officers across departments including Information, Finance, Tourism, Education, Social Welfare, Rural Development, and others.

Among the major changes:

  • Mr. Manzoor Ahmad Qadri has been appointed as Vice-Chairman, Lakes Conservation and Management Authority (LCMA) and will also hold additional charge as Chief Executive Officer, WUCMA.
  • Mr. Mohammad Shahid Saleem Dar has been posted as Director, Hospitality & Protocol, J&K.
  • Ms. Mathora Masoom has been transferred as Director, Floriculture, Kashmir.
  • Mr. Abdul Rashid War will now serve as Managing Director, J&K Road Transport Corporation.
  • Dr. Ravi Shankar Sharma moves to Special Secretary, Department of Disaster Management, Relief, Rehabilitation & Reconstruction.
  • Ms. Manisha Sarin has been appointed Special Secretary, Rural Development and Panchayati Raj Department.
  • Mr. Naseer Ahmad Wani will assume charge as Director, School Education, Kashmir upon the retirement of Dr. G.N. Itoo on October 31, 2025.

Several other officers have been reassigned as Special Secretaries, Directors, CEOs, Joint Directors, and Deputy Commissioners across Jammu and Kashmir divisions. The reshuffle also affects Junior Scale and Private Secretaries, indicating a comprehensive administrative rotation.

The order directs all concerned officers to assume their new positions with immediate effect.

The reshuffle is seen as part of the government’s efforts to enhance efficiency, transparency, and accountability within the administrative framework of the Union Territory.
