Former MD’s Illegal Tenure Exposed
Government Orders Full Recovery and Fresh Appointment Process
A major administrative and financial scandal has surfaced in the J&K Cooperative Housing Corporation (JKCHC). An official inquiry has confirmed that former Managing Director Bharat Bhushan continued in service for several years beyond his superannuation date, without any legal authorization.
According to the inquiry report, Bhushan was supposed to retire on 31 March 2020, but he continued to hold office and draw salary and benefits in violation of SRO-233 of 1988 and other statutory rules.
The investigation was initiated after employees of JKCHC, a public grievance forwarded by the Ministry of Home Affairs, and a complaint on the JK Samadhan Portal raised concerns about unauthorized service extension, misuse of public funds, and withholding of audit records.
The Inquiry Committee, headed by the Joint Registrar (Audit), submitted its findings in July 2025. The report highlighted:
- Illegal extension of service without any legal authority
- Violation of statutory service rules
- Failure to submit mandatory audit records
- Concealment of key information related to housing projects
Acting on these findings, the Administrative Department has accepted the recommendations and ordered recovery of all salary, allowances and financial benefits drawn by the former MD after the lawful retirement date.
Registrar Mohammad Shafiq Chak, vide Order No. 59-RCS/SS of 2025, has directed the Board of Directors to:
Treat Bharat Bhushan as retired from 31 March 2020
Recover all payments made to him after that date
Submit a compliance report within 10 days
Ensure no future extensions or re-employments violate statutory rules
Begin the process of appointing a new Managing Director within seven days
Temporary arrangements will remain in place until a permanent appointment is made.
