CIK Cracks Down on Digital Propaganda Network, Proclaims Three Absconding Accused in Anti-National Case
Srinagar, Jan 13: Counter Intelligence Kashmir (CIK) on Tuesday executed proclamation orders against three absconding accused involved in a serious case related to anti-national activities and digital propaganda, marking a major step in the ongoing crackdown on misuse of social media platforms.

The action was taken in compliance with the orders of the Hon’ble Court of Special Judge designated under the NIA Act, Srinagar, in connection with FIR No. 07/2020 registered under Sections 153-A and 505 IPC and Section 13 of the Unlawful Activities (Prevention) Act at Police Station CIK.
The proclaimed offenders have been identified as:
- Mubeen Ahmad Shah, son of Late Ali Mohammad Shah, resident of Buchwara, Srinagar
- Aziz-ul-Hassan Ashai alias Tony Ashai, son of Nazir Ahmad Ashai, resident of Jawahar Nagar, Srinagar
- Rifat Wani, daughter of Ghulam Mohammad Wani, resident of Trehgam, Kupwara

According to investigators, the case relates to grave offences that posed a serious threat to public order, communal harmony, and national integrity. The investigation has revealed a well-planned conspiracy by anti-national elements operating from within and outside Kashmir.

CIK said the accused were posing as journalists, freelancers, and news portals, but were actually running a covert digital campaign to spread fake, exaggerated, and motivated content on platforms like Facebook, X (formerly Twitter), and WhatsApp.
Officials said the objective was to incite violence, disturb normal civic life, provoke damage to public property, and fuel unrest by spreading anti-national and secessionist narratives.
CIK made it clear that freedom of expression cannot be used as a cover for activities that threaten the country’s unity and security. The agency warned that anyone misusing journalism or social media for unlawful or secessionist activities will face strict legal action.
The court order states that if the absconding accused fail to appear within the stipulated time, their movable and immovable properties will be attached as per law.
CIK also issued a strong warning, saying that those using digital platforms to spread hatred, misinformation, or anti-national propaganda are under constant watch and will not escape the reach of the law.
