World Bank Funds ‘looted’ by some officials in Kashmir, old material used for upgradation of Silk Factory

Srinagar, March 28: Officials at J&K Industries have ‘looted’ the World Bank Funds meant for upgradation of Silk Factory In Srinagar which was aimed at to boost production.
ANN News during its sting operation found that the material used in upgradation is old. It was also found that the officer in question in conspiracy with other officers attached with the World Bank projects have also looted the funds of J&K.
“The tainted officer has incurred a good amount on account of consultancies when in fact the services of no such consultancy was hired and the contacts with them were discharged very much earlier,” said an official.
During the dismantling of old building of Government Silk Weaving Factory Rajbagh Srinagar, the Officer has taken a good quantity of deodar timber and sold to private timber merchants rather than putting it to auction under rules.
A part of same old deodar timber was also used inner side of roof which can be seen at this time also.
The officer purchased looms on higher rates, first for Government Silk factory Bari Brahmana Jammu and then for Silk factory Rajbagh.
“Also this Officer has shifted the looms from Bar Brahmana Silk factory to Rajbagh Silk factory Srinagar .The intention of shifting of looms from Jammu to Rajbagh was that the workers and employees would think that this is not direct purchase. Jammu Silk Unit was a new unit and there were no employees on regular establishment therefore it was easy for the officer to take advantage of the opportunity,” confirmed a group of employees.
In order to increase the production of silk garments across the Valley, the Jammu and Kashmir Government focused on upgrading the silk factory with new facilities and equipment funded by the World Bank.
With this, the government aimed to generate more employment in the valley and upgrading the new building with the machinery of the latest technology so that this factory is able to produce larger quantities of silk.
The people in Kashmir have appealed Lieutenant Governor LG Manoj Sinha to order an impartial probe in the matter.
