Crime Branch Cracks Major Land Scam in Srinagar, Four Senior Revenue Officers Chargesheeted

In a major blow to corruption in the revenue department, the Economic Offences Wing (EOW) of Crime Branch Kashmir has filed a chargesheet in a high-profile land fraud case, exposing the alleged involvement of four senior revenue officials along with a private land broker.
According to an official statement issued to ANN NEWS, the EOW has submitted the chargesheet in FIR No. 08/2021 before the Court of Special Judge Anti-Corruption under Sections 420, 467, 468, 471, 120-B RPC read with Section 5(2) of the Prevention of Corruption Act. The case names five accused, including four serving or former revenue officials.
Those chargesheeted include Nusrat Aziz, then Tehsildar Settlement Srinagar; Shahbaz Bodha, then Tehsildar South Srinagar; Mohammad Yaseen Kalla, then Patwari Estate Balhama; Ashiq Ali, then Patwari Settlement Srinagar; and private land broker Riyaz Ahmad Bhat of Nowgam, Srinagar.
The case stems from a complaint by land purchasers who alleged they had legally bought multiple plots of land at Balhama, Srinagar, through registered sale deeds executed by Riyaz Ahmad Bhat. The land, measuring over two kanals in total, was handed over to the buyers and lawful mutations were duly attested in their favour.
However, the investigation revealed a criminal conspiracy in which official revenue records were deliberately tampered with. Valid mutations were illegally cancelled, and ownership rights were fraudulently restored in favour of the seller. This manipulation enabled the same land to be resold to other parties, causing heavy financial loss to the original buyers while generating unlawful gains for the accused.
Investigators further established that basic mutations were attested on predated documents at a time when the concerned officials were not even posted in the relevant tehsil or estate, clearly pointing to abuse of official position and procedural violations.
Based on documentary evidence and official records collected during the probe, the EOW concluded that cognizable offences were clearly made out. The chargesheet has now been filed for judicial scrutiny and further proceedings before the Special Judge Anti-Corruption, Srinagar.
The case has brought to light deep-rooted irregularities within the revenue machinery and is being seen as a significant step toward accountability in land-related frauds in the Valley.
