Ensure 24×7 service delivery, swift snow clearance and coordinated response during winter”: DC Pulwama at review meeting
Pulwama, Dec 8: Deputy Commissioner Pulwama Dr. Basharat Qayoom on Monday chaired a meeting at the District Administrative Complex to review winter preparedness across departments in the district.
The DC took a detailed assessment of the power supply scenario, availability of essentials including ration, LPG and fuel, functioning of healthcare facilities, stock of essential drugs, and the arrangements for timely snow clearance to ensure smooth movement of vehicles, ambulances and other essential services.
The meeting discussed the winter action plan with focus on mitigating risks from heavy snowfall, cold waves, icy roads and avalanches. Officials examined the snow-clearance priority matrix, shelter and evacuation management, resource deployment, activation protocols and community mobilisation. The DC directed officers to prioritise key public routes, especially those connecting hospitals, ration depots and government institutions, to ensure uninterrupted accessibility.
Emphasising the need for preventive measures, the DC instructed all departments to ensure routine functioning at essential installations during harsh weather. He stressed that services related to transport, essential supplies, healthcare and public utilities must remain uninterrupted. He added that the District Emergency Operation Centre should remain fully proactive as the district’s 24×7 coordination and response hub.
The DC asked the Health Department to ensure round-the-clock medical care and maintain adequate stock of essential drugs. He also directed enforcement teams to intensify market checking drives to curb hoarding, overpricing, black-marketing and sale of substandard items. Strict action should be taken against violators, he said.
The meeting was attended by ADCs Pulwama, Awantipora and Tral, besides officers from Police, Revenue, Rural Development, PHE, KPDCL, R&B, PMGSY, Mechanical Engineering, Transport, Health, Education, Municipalities, Food & Civil Supplies and other essential departments.
